New Hackney Carriage and Private Hire Policies
The six district Councils across Worcestershire have each adopted a Hackney Carriage and Private Hire Licensing Policy. These new policies took effect on 1st September 2022.
Bromsgrove District Council subsequently adopted an amended version of their Hackney Carriage and Private Hire Licensing Policy with effect from 1st April 2023.
The adoption of these policies was prompted by the publication by the Government of the Statutory Taxi and Private Hire Vehicle Standards, which provide instructive guidance to licensing authorities on how they should use their taxi and private hire licensing powers to protect children and vulnerable individuals over the age of 18 from harm when using these services.

Worcestershire Taxi and Private Hire Competency Certificate
All Council policies require applicants for driver licences to obtain the Worcestershire Taxi and Private Hire Competency Certificate. The Certificate confirms the applicant has the required knowledge and skills to be a licensed taxi driver.
To be issued with a Certificate, applicants must complete a one-day training and assessment course, and a practical driving assessment.
