Enviro crime is generally used to describe any illegal activity that harms the environment. It can also have serious human health and social impacts.

WRS investigate environmental crime on behalf of Bromsgrove and Redditch Councils.

The following are matters that may be appropriate to investigate:
• Fly tipping on public land
• Littering
• Dog fouling
• Untidy land; and
• waste left inappropriately

Effective investigations rely on the quality of the information provided by you, providing us with as much information as possible is key to identify those responsible. The report it forms assists us in processing the information.  Including the exact location details, such as ‘What three words’ and photographs are really helpful.  

Further information and advice – Your duty of care

It is YOUR legal responsibility to ensure you use a registered waste carrier to collect your rubbish. If we find your waste and you have not followed the guidelines below, you will be held responsible. 

By following the guidelines below, you will help us to reduce unscrupulous individuals who offer waste collection services to the public and then deposit the waste in the countryside. 

  • Don't let anyone take your rubbish until they provide proof of registration as a waste carrier. Ask them and check here Environment Agency's website if they are registered with the Environment Agency to carry waste. If they are not DON’T USE THEM.  
  • Note their vehicle's registration plate. 
  • Refuse any unexpected offers to have your rubbish taken away. 
  • Ask how your rubbish will be disposed of - seek evidence of this. 
  • Paperwork must be obtained: a proper invoice, waste transfer note or receipt, including a description of the waste being removed and the waste carrier's contact details. 

Fixed Penalty Notices: (FPN)  

WRS issue FPN’s for waste related offences please see the current charging rates below. 

If you have received a FPN and want to pay, you can do so here, following the instructions on your FPN and using the following link:

You will be asked for the following information:

      A. Amount:  This is detailed on your FPN 

      B. Payment Type: Enter ‘FPN’ 
     
      C. Reference:  This is the FPN reference number detailed on your FPN and starts with WRS then either BDC or RBC depending on the Council.
 

      D. Reference 2:  Starts with the year of issue followed by a ‘/’ and as series of numbers, then ‘/’ and letters.  This helps confirm you have made payment to avoid prosecution.

      E. District: This should be completed either BDC or RBC depending on which Council.
